Depending on how a fishery is managed, latency might appear in effort (for example, unused vessel statutory fishing rights [SFRs], gear SFRs, quota SFRs, permits or nights fishing) or in quota (for example, where total allowable catches [TACs] are not fully caught in a quota-managed fishery). It can be an indicator of fishers’ views about the profitability of a fishery, with high levels of latency suggesting that low expected profits in the fishery do not justify fishing.
