A legal framework is defined as a broad system of rules that governs and regulates decision making, agreements, laws etc. It includes a set of rules, procedural steps, or test, often established through precedent in the common law, through which judgments can be determined in a given legal case. In a fisheries context this can be regarded as the framework of legal instruments required for the exercise of responsible fisheries and to formulate and implement appropriate measures.
