A level of exploitation that, if maintained, would result in the stock falling to levels at which there is a significant risk of recruitment and stock collapse. The corresponding term for the state of the stock is ‘recruitment overfished’, in which the average annual recruitment to the stock is significantly reduced. Both terms define a limit reference point (for exploitation rate or stock size) beyond which urgent management action should be taken to reduce exploitation and recover the stock.
